Opposition city councillor Elad Cohen criticised approval of the Stampfer towers in a 90FM interview. The plan involves a roughly 30-storey development replacing a ten-storey building in the city centre. Cohen said it could worsen congestion and change the centre\u2019s tourism and cultural character. This is his assessment, not an established forecast.<\/p>\n<p>Cohen also argued that a new uniform framework for private-pool permits could trigger betterment levies when homes are sold.<\/p>\n<p>The municipality told 90FM that the pool programme is intended to provide clear, consistent rules, reduce costly individual exemptions and prevent planning violations.
